Flashloan on the Vault about balancer-v2-monorepo HOT 2 CLOSED

Note that flash loans will not be usable in the Balancer platform, due to reentrancy protection. batchSwap already allows for arbitrage without upfront capital anyway.

Flashloans should be very straightforward: they will ignore all accounting, and only rely on the actual ERC20 balance for how much can be taken out. Because fees are added as unnaccounted for tokens, we don't need to update any accounting at the end of the loan - only check that the ERC20 balance has increased by the fee amount.

I haven't looked at flash loan implementations for other platforms recently, but I'd assume a reasonable interface would have:

1. which tokens to flash loan
2. how much to transfer
3. destination address
4. callback address
5. callback data

We should do the callback keeping #37 in mind.
