I also see this same issue on AWS EC2 Ubuntu 20.04 AMI

UPDATE: I was able to get this working on 18.04 but I don't think it has anything to do with the Ubuntu version. I tried launching a container after ldx init and it was complaining about no storage pool (I was using dir) which I assumed that init would setup the default pool from all the examples I have seen. But it didn't. So after creating a default storage pool the lxc container was started so proving that basic containers could be started I retried the conjure-up kubernetes and it worked!
So probably it was the lack of a storage pool, not the ubuntu version, but I didn't have time to retest the whole thing again on 20.04 so left to the reader as an exercise. YMMV
