Add Black code formatter about bookie HOT 2 CLOSED

Do you have more information on what the acceptance criteria should be for the issue. Where do you want black to be incorporated and in what way?

@jeremyklein I think these are the requirements:

• I would like the code to be formatted before the developer pushes the code to github
• The developer should be able to view the formatted code to see if everything looks good

Looks like the best way to accomplish this is to use pre-commit hooks. Something like this: https://black.readthedocs.io/en/stable/version_control_integration.html

That should solve the issue, I think :)
