It is a local file giving the code editor config for your computer. It would be no use to anyone else working with you on it
The HTML pages are created by the CI process on the gh-pages branch, so all you have to do is go to the repository settings, section "Pages" and tell GitHub to build the site from that branch
You should initialize with PkgTemplates (https://github.com/JuliaCI/PkgTemplates.jl) as demonstrated in the lecture on good programming practices
Your tests should follow the blueprint I gave in my lecture on good programming practices (in particular, use Aqua and JuliaFormatter). You will need to add test-specific dependencies, as documented there
The sooner you start coding, the sooner I can help you debug / improve your package :)
This should not be needed if you add HashCode2014 (the package I developed for you) as a dependency of your own package
For the code coverage of your tests to be quantified, you need to give the CodeCov app read access to your GitHub repo
