I think we can reuse this feed for the community messages, see encointer/encointer-wallet-flutter#707.

I would propose to add the community messages like: community_messages/lang_code/cm.json

This means you can retrieve the messages with a simple http request: https://encointer.github.io/feed/en/cm.json

Where show at, defines the scheduling of the notification. It will be the App's responsibility to keep track of the notifications that were already shown.

This scheme is currently intended for messages across all communities.

Later, I could imagine adding feeds per community here: cid/lang_code/messages.json. So community leaders would only need to supply a PR here, in order to have their message shown.
