I'll dig into this a bit more later, but generally the only time an animation should reset is if Flutter re-initializes its state. I'm not too sure why that would occur in this case, but my guess it relates to how Tooltip is managed by the framework.
Leaving open to investigate further.

Did a quick bit of testing, and it seems to confirm that the Tooltip, or at least its children are rebuilt when the mouse enters/leaves and Flutter doesn't maintain their state. I was able to work around it by assigning a GlobalKey to the Animate instance. Not ideal, but this seems more like a framework limitation than anything specifically wrong with the library.
