You're better off learning how to use Lua Scripts. There's one that is specifically used to RNG whatever outbreak you want in RS or Emerald: https://github.com/DevonStudios/LuaScripts/tree/main/Side%20Beta/Gen3
Note that due to a bug in RSE, outbreaks are normally a one and done deal. The only way to reset them to the original state is through record mixing (assuming you don't get an outbreak from the other game).
