Do we want to make this an across-the-board, all enums are case-insensitive or do we want to require every enum property definition to include "ignoreCase: value" or "ignoreCase: all" ?

In general I wanted to keep core JSON Schema semantics pure, and make all of our changes be additive. That means requiring "ignoreCase" everywhere, so that it's really obvious where we're breaking with normal enum semantics.

In addition to consuming version 0.4.0 of the language-service, the schema generation was also updated to use the new feature
