1858: 4 player quick-start version B confusing (minor) about 18xx HOT 5 CLOSED

I suspect you've just misunderstood how to select the alternate four-player quick start variant – to do this you need to tick the options for both the 'Quick start' variant, and also the 'Quick start: set B' variant. If you just choose the latter it gets ignored.

This is consistent with the way variants are handled in other games, the various variant options are added together, they are not exclusive.

But the variant wording should be changed to make this more obvious, or other people are going to make the same mistake.

Fixed in commit 615a5cb.

This has been changed so that you now select either the 'set A' quick start variant, or the 'set B' variant. If you select both you get told off. This should be much more obvious behaviour.
