Yeah, these aren't particularly useful anymore. I'm all in favor of deprecating them.

It seems dh-make-perl is also using M::B::ModuleInfo
from module-build.
We could also just move them to a separate Module::Build::Legacy distribution. This would also prevent cpan Module::Build::ModuleInfo
from downgrading Module::Build to the last version that included it.
Not sure what to do with core until 5.20 in that case though. Drop now or keep shipping. @rjbs opinion?

First question: Is there any reason to continue updating Module-Build in core at all between now and 5.20?

I assumed we would, but I'm not sure either we absolutely need to.

I don't think anything bad would come of not updating it, since it's already marked as deprecated, therefore a fresh copy would be installed by cpan clients as soon as it was needed.
Indeed this could be a general policy - once a module is deprecated in core, it no longer needs to be updated -- not that it lessens the pumpking's duties that much.

Unless someone starts to protest now, I'll be moving these to a Module-Build-Deprecated dist really soon

I had done this months ago, but forgot about this ticket, closing it now :-)
