Right now we hash App by .name only, which means that if you mistakenly create two Apps with the same name and then do:

ModelState(unit_states = {app1: ..., app2: ...})

it's going to be very hard to detect that you're doing something wrong until it's too late.

• catan.add_unit(ms:ModelState, app:App, quantity:int) --> queue setup phase sequence

• catan.remove_unit(ms:ModelState, app:App, quantity:int) --> queue teardown phase sequence

• catan.stop_container(ms:ModelState, app:App, unit_id:int, container_name:Optional[str]) --> set container.can_connect to False, doesn't queue anything

• catan.start_container(ms:ModelState, app:App, unit_id:int, container_name:Optional[str]) --> set container.can_connect to True, queues pebble-ready
