You mean the popup is moved to accommodate the expanded list? I don't see what the problem is or what a better alternative would be. Maybe nested popups?

GNOME has the same behavior when using extensions to put the panel on the bottom, so not sure how to do this differently without changing the design of the applet.
Windows, for example, makes the entire view of the "applet" used for displaying available networks when the arrow next to the wifi icon is clicked (without changing the size of the "applet"), and the view is scrollable (though the "applet" is more of a quick settings than a dedicated network menu).

A popup may be to radical. Expand is nice when there is space. Maybe it will get better with animation
