Could be a configuration error, but
identity = {'identifier' : self._identifier_id }
results in this error:
'auth_tkt'.remember()

This works:
identity = {'identifier': api.name_registry.get(self._identifier_id) }

Hi,

I never user repoze.who with a .ini file. So it can be cool if the WhoV2AuthenticationPolicy can accept a no_ini=True parameter or something like that so I don't have to touch an empty file to make it happy.

I don't provide a patch just because there is a lot of solutions to do that and I guess it's pretty easy to add. but I'll be very happy if I no longer need this file one day.
