GXT files for Max Payne 3 uses UTF-16 (or UCS-2) encoding. I think the game doesn't support characters with surrogate pairs, but at least it does support ones without surrogate pairs.
See font[1-8].xml (and additionaly (jp|kr)_font(1|6|9).xml) for font map definition. See allfontsin(one|two).wtd (and mojibake.wtd and `hangul.wtd) for font textures.
