So, I think this is mostly fixed. There are many different issues here:

Long was just broken. All the powers involving Long should be fixed.
Taking Long/Int to a Double power returns Double. If you want a Long sqrt, use .sqrt or .nroot
In order to use roots with Rational you need an Approximation Context (as the error said)
The SafeLong result was another bug which has been fixed.
SafeLong can't be used with ** since conversions from BigInt => Double are very unsafe. Again, you can use .sqrt or .nroot in these cases.
