You aren't missing the documentation, it's just not there. I wish I had the spare time to build the docs out, but I've been fairly focused on other projects at the current time. If you or anyone else out there reading this would like to help me move this package forward, I would be happy to receive any assistance.
With regard to the SetTempoEvent(), it takes a few keyword arguments. Most frequently, you would use it like this:
ev = SetTempoEvent(tick=tick, bpm=bpm)
track.append(ev)
