The problem is actually in spotbugs plugin: quality plugin brings spotbugs 1.6.1. Problem is fixed in 1.6.2.
A quick workaround is to apply newer spotbugs plugin version manually:

id 'ru.vyarus.quality' version '3.0.0'
}There is also a problem with excludes (because of immutable file collections), but it shouldn't affect you if you don't use exclusions.
Gradle 4.8 also brake another plugin (used in plugin build) so it will take some time to release fixed plugin version.
