一个无聊的抖音监控机器人
作者曾经是一个以不主动刷抖音为傲的文艺青年
直到一个偶然的机会，他不小心打开了这个潘多拉魔盒，从那以后，他每周都会花费一个小时以上的时间在抖音上刷一些毫无营养的短视频
为了逃离资本家设置的奶头乐陷阱，且又不错过关注的短视频创作者发布的新内容，作者决定卸载抖音APP，全权交给这个冷酷无情的 bot 去与抖音打交道
非常简单，你只需要将被监控用户的 sec_uid 填入配置文件中即可使用
bot 初始化后会去获取该用户曾经发表过的短视频列表，并将最新一条视频的 id 缓存到内存中，通过时间调度器 apscheduler 轮询用户首页的接口，若最新一条视频的 id 大于内存中记录的 id，则视为新发布的内容，调用 CQHTTP 接口发送消息提醒
