I think there might be an easier way do this. We have a TokenStream struct which is responsible for returning tokens parsed from a given source. I'm thinking if we encounter a # token, we can just skip to the next toke # and that should be equivalent to stripping out comments.

Is doing one pass just to remove the comments an acceptable way of implementing this?

Just to clarify - comments be anywhere, right? Including within procedures, and outside of both procedures and scripts?

Yes - this is correct. But the nice thing of handling at the TokenStream level is that tokens are iterated over before we need to worry about procedures, scripts etc.
