To help us pin this down, can you give us:
- the area code of the number this was sent to
- the time that the first message was received?
- the total number (or rough estimate) of the messages received?

Area code 314.
First received at 7:34am CT.
Received about 36 so far.

Ok so here's our twilio logs for the only number in the 314 area code in that time frame, Twilio reports sending 3 messages (with 3 distinct codes).
Did you request 3 codes, or just one? What was the distribution of confirmation codes? (how many were the same?)

My number is 314-XXX-XXXX. I requested one time. I put the one-time code in
to complete my registration. The code is 007089. The same SMS with that
code has been sent to me repeatedly.
