I'll improve the documentation for the next release.

Your version of GDAL/OGR is inferior than 1.10 : http://www.gdal.org/drv_osm.html
You have to upgrade GDAL/OGR. You can check your version in Help -> About -> About

Thank you for your response.

I had a look around and in the time available couldn't find the correct GDAL/OGR compiled package for Linux Mint 16 Cinnamon.

A compiled .deb of the utilities and dependencies for 1.10+ only seemed to be available - the correct package - from the Ubuntu update deb update link. There are many dependencies. So giving the package manager the Ubuntu Trusty deb source seemed to be the only way.

GDAL/OGR provides - it seems - no obvious way to update the driver and dependencies by giving the package manager a source link ie a
" deb ... link ... "

I now have loads of updates installed ... some I turned down and a mix of mint and Ubuntu :) hehe

Ah well "less haste more speed as they say"

Phew .. in any case Thank You for responding.

BTW QGIS is a great tool and the work U do fantastic ! :) :)

I can find no clear reference on exactly which 32-bit package(s) are
required

Could you, if possible, provide a clear listof packages

I run Linux Mint Cinnamon 16.

You need GDAL >= 1.10.
Unfortunately I don't use Linux Mint.
As Mint is a fork of Ubuntu, maybe you can have a look on Ubuntu GIS repository ? I don't if it's safe to mix ubuntu and mint.

On a debian I'm working with, the new GDAL libraries are installed as libgdal1h. But the one QGIS is using apparently is "libgdal1-1.7.0", which is also installed.

On Ubuntu 12.04:
qgis 1:2.8.1+16precise (latest) from deb http://qgis.org/debian precise main
is using libgdal1-1.7.0 and Quick OSM complains: You must have GDAL/OGR >= 1.10.
Help>About>About: Compiled against GDAL/OGR 1.7.3 Running against GDAL/OGR 1.7.3

Uninstalling/reinstalling all of the above from
deb http://ppa.launchpad.net/ubuntugis/ubuntugis-unstable/ubuntu precise main
gets rid of the message

But I have no Web menu

Mint is masqueraded Ubuntu binaries. It is Ubuntu.
The main difference is that Mint users are kicked out of Ubuntu support.
