It's hard to scroll down the PulleyViewController if there is a UITableView inside it about pulley HOT 5 CLOSED

Both of these are implementation details up to the view controller contained inside the drawer, and not something that directly affects PulleyViewController's implementation.

If you'd like behavior closer to Apple Maps on these edge cases, then you'll have to implement that yourself inside your drawer VC. In order to fix it then you'll likely need to override touch event handling / responder chain implementations. It's unlikely that you'll find a setting or config on the tableview / scrollview to fix the issue.
