The small capitals can be accessed via OpenType features in applications that support OpenType layout. What software are you using for layout? Perhaps I can give you some guidance if you tell me what you are working with.

Thanks for the offer of assistance! I use either LibreOffice on Linux (LO 3.5.4) or Win7 (LO 3.6.3), or Word 2010 on Win7. I'm aware of SIL's Graphite engine which should be in LO.
A bit of documentation on this would be a real help, probably to many. Thanks again!

It appears that LibreOffice does not currently support OpenType typographic features:

And I am not sure if Microsoft Office 2010 will either, but you might try following these instructions and see if it gives you options on applying the small capitals feature:

OpenType has been around for some time now and many type users are aware of its capabilities. Unfortunately, I do not currently have time to document how to access these features in various applications with which I am not familiar.
