The question of what information will need to be retrieved will be determined by user research. The purpose for using the MCI is to obtain the client ID(s) that will then be used to query EIS and/or ARIES for program information. There is no "program" information in the MCI.
We are actively pulling together a short doc that further explains the three data sources. We think this doc, which we will post as an update early next week, will provide helpful context to interested vendors.
