HA wasn't designed for dynamic zones. You will note that cars aren't well supported in the architecture.
That said, this doesn't seem like a car feature. The GPS data is already exposed via the device tracker. You just need to configure your weather integrations to accept a moving GPS coord. If they don't support that, you should raise a feature request.
I'll leave this open for some further discussion if there's interest, but otherwise will close if doesn't raise any interest.

Thanks for response @alandtse! I will be looking into how people support RV with HomeAssistant, I assume it has to have dynamic HA Zone with GPS coords being updated to RV location for things to work with Weather, Sunsets, etc.
On the point of dynamic HA Zones, HA does has a way to reload Zone configurations without restart, so it technically supports dynamic Zones but some HA PRs might be required to support it better through Automations.
