I had a similar error while using Windows. If you're on windows 10, you can change the encoding to UTF-8 and that may fix it for you.

I am not sure. Maybe there are some special characters in the setup file . But I think the problem mainly comes from my computer (windows 10). Because I can use this package from other computer.
P/s I really enjoy this book. I cannot stop reading it

You might be using non CP-1252 (Windows Encoding) supported characters in your readme file. You may be able to prevent this by using strictly ASCII. This post helped me figure out what was going on and may prove useful.
