Bug: tox.ini about neuroglia HOT 8 CLOSED

Funny story: not an error. Just weird syntax.

@mochic808 correct. fixing tox would be greatly appreciated. building on circleci is working, so that config should give you some guidance on fixing tox

I can't test it against linux or the oasis dependency so hopefully someone can help me out with that

if you can test locally on windows, then let circleci handle the linux environment on PRs that should be fine.

oasis builds rather easily on windows, though I had some trouble on 2.7
