Hi,
Network does not support IE8 and older (see documentation).
Both Graph and Network use HTML Canvas, which is only supported as of IE9+. For older IE's you can indeed use excanvas, however, excanvas does not support text. There is a version of excanvas which does support text, canvas-text, but at least at the time of testing this did not work flawless.
The reason that Graph can work on older IE's (in contrast to Network) is that it does not draw text in the HTML Canvas, which allows usage of excanvas.
It would be nice of course to get Network working on older IE's, using canvas-text. Maybe it is actually not that much work... anyone? ;)
