So, it turns out that the jump count reported by the ed-neutronrouter plugin is not off by one, but by seemingly random amounts.
As the author doesn’t really react to bug reports, my options are down to a) trying to fix his mess or b) completely rewriting it / doing my own plugin. Both don’t seem very fun to me right now, so this fix will not be done very soon.

++ing the jumps count to fix https://github.com/sc-pulgan/ED-NeutronRouter/blob/master/Project/RouteManager.cs#L56 seems to work for now. Still doesn’t explain why I seem to get a different total jump count (or possibly a different route) when using the plugin vs. using the plotter site with the same parameters. Oh well.

Since the bandaid, I’ve not had any problems anymore – even though I’m pretty sure it hadn’t just been an OBOE in all cases. Closing this for now.
