On which html elements have you tried that? ngModel completions works only for "input, select, textarea" tags (see doc at http://docs.angularjs.org/api/ng.directive:ngModel) and ngSubmit jost for "form" tags (see doc at http://docs.angularjs.org/api/ng.directive:ngSubmit)

Note that there are some ng directives which misses. If you want to contribute, you can create some patch to add it to https://github.com/angelozerr/tern.java/blob/master/core/tern.core/src/tern/angular/modules/ng.xml
