That's a good idea. But unfortunately, there's no observer for file URIs. I'm not sure that Google will add this capability in the future, since accessing files with URI is extremely slow.
According to your requirements, the only way is by using FileObserver API with MANAGE_EXTERNAL_STORAGE. Be careful when using this permission, because your app release may gets delayed by Google for long time since this permission type is dangerous.
