Yes that's an expected behaviour.
Everytime the emoji keyboard is requested, the alphabetical keyboard is
brought up to resize the window, if we want to avoid this, we'll have to
manually resize our main layout.
This is not currently implemented.

It would be preferable to let the emojicon keyboard remain as popup. For resizing your layout you could try setting new LayoutParams.
Please update this thread on how well this works.
