You can open all the strings in a project, or anything in just one language. The default sorting is "position and priority".

I actually had already set priorities in Weblate:

• Website - General = Priority: High
• Website - Short strings = Priority: Medium
• Website - Documentation = Priority: Medium
• Website - Contribute = Priority: Medium

But this didn't reflect the list that you quoted, so I've set Short strings to High also, and decreased Contribute to Low.

Weblate's documentation says that "Components with higher priority are offered first to translators." I believe in the interface it just changes the order of the components in the list, which is now as follows:
