with an added PbfWriter ?

Taking a quick look at that PbfReader, does it do more than imlemenets one way to read ProtoBuf files? If so .NET 5/.ASP .NET Core uses https://www.nuget.org/packages/google.protobuf according to https://devblogs.microsoft.com/aspnet/grpc-performance-improvements-in-net-5/ (there are also other libraries).

afaik there is only 1 way to read .proto files which themselves are not encoded in any special way...

From there you expect to communicate using a binary format, in which the .proto file indicates how to interpret the payloads of a request / response.

This is very similar to ASN.1 based communication and the Base 128 Varints have been used in the BasicEncodingRules of such for quite some time.. One such example is SNMP https://tools.ietf.org/html/rfc1213.
