create a header component about desk-check-ui HOT 4 CLOSED

@anushankiru I've made the component for the header and put it in the right place, look at the links in the comment above to see how to make this header. The way that I'm thinking would be best to do this would be in the same way that it's done in https://github.com/Exilliar/film-database-site/tree/master/frontend/src/app/components/header . That's using the mat-sidenav-container and mat-toolbar things from angular material

Things to complete before issue is finished:

1. consider renaming the navbar-brand class to something more understandable to us
2. give the arup-logo svg some EDIT: margin so that it doesn't "stick" to the beginning of the page. This may need to be done in the arup-logo class rather than the header component
