I have been looking into the code and couldn't find anything wrong so I installed the app on Froyo (Desire) and boom: network stats get a bunch of data and it is consistent with what the battery history in Spare Parts deliver for network.

Now the question is what is the difference? I've already ruled out the network type used as both devices were on HSDPA and WIFI during the test. I'll take that as a known bug for now and will dive into the sources of Settings to see if I find another piece of code in Android using that stat.
I will remove that stat from the app till I have a clear picture.
