Use some dependency management tool to manage dependencies about protoactor-go HOT 4 CLOSED

I realize I am late to the game on this one but it would be cool to support the would be standard.

Of course, using any kind of dependency management tool is better than nothing.

It doesn't mean that it works here but it is approaching readiness fast.
