I can't reproduce this, and judging from the source code, wp_enqueue_style is called inside the wp_enqueue_scripts action, which is correct. Are you sure you're running an unaltered (and the latest) version of _s? If so, can you create a gist of your functions.php file?

I've inspected the code as well and have verified that _s is registering styles and scripts correctly. I'm closing this ticket for the time being because we cannot reproduce.

@kovshenin deactivate all your plugins, then re-activate one-by-one. I ran into the same issue and thought it was related to _s, but it turned out to be the Search bbPress widget in my case. Hope that helps! Chris
