I checked with the latest v2 (2.15.2) and it works as expected,
There are two many changes between 2.13.4...2.15.2 that I can say what exactly changed
from aws-cli.

Hi @benipeled, thanks for reaching out. Glad to hear this appears to be working on the most recent version. The change appears to have been made in version 2.13.26.

marketplace-catalog: This release adds support for Document type as an alternative for stringified JSON for StartChangeSet, DescribeChangeSet and DescribeEntity APIs
