Hi chandlerding,
Thanks for your question. Are you asking if we could return all the possible country codes that an IP could have originated from when we don't know which specific country it was?

I assumes the CloudFront-Viewer-Country already have special codes for these special Unknown cases. If not , what will be returned by CloudFront-Viewer-Country header when it is unknown ?

The only possible values for the CloudFront-Viewer-Country header are country codes. If CloudFront can't determine the viewer's country, it doesn't add the header at all. I hope that helps!
