The Amazon team that currently owns the templates have to be the ones who open source them. The best way to let them know you would like to contribute is to log a support ticket to them requesting them to post the templates on Github. They are welcome to use this repo if they chose to allow community contributions.

This repo doesn't re-host existing templates and is instead used for templates created by AWS employees that are not hosted elsewhere and templates the community contributes.
The templates you mention can be downloaded for free, but if you want them hosted on Github please log a support ticket in the AWS console requesting that.

@LRomandine I would like to contribute to the blockchain templates, which is currently not possible with them being hosted on S3. By adding them to this repo, you would enable the community to contribute to them.
