Work to this point on presigners has relied on the presign fields to be model driven from the input types. However this feature specifies a static set of fields to be presigned, one of which is not modeled on the request (but is available on the client). So we'll need to codegen this presigner slightly differently than existing presigners.

I can see no cross-service variation so opted to roll all the work into one issue as there will be one PR for the implementation.
