The TypeScipt source code is compiled into JavaScript and then further compiled into a gresource binary file. The resource:// prefix is meant to indicate to the runtime that it needs to look up a resource file, its similar to the file://prefix which indicates that its a file path.

The error is unrelated to this. Your icon theme is missing settings-symbolic. You can get a list of available icons from your current icon pack
