Not quite as elegant as simply not requiring it, but one option is to borrow from other programming languages to treat an identifier of _ as anonymous - e.g.
resource _ 'Microsoft.Network/networkInterfaces@2019-01-01' = {
...
}

+1 There are several resources where I don't need a reference to it and would rather omit the resource identifier for clarity/readability.
