@wdbaruni can you think of why the S3 change might have broken local test runs of specific tests? 🤔

There was originally a small delay in checking that S3 was installed, but that was resolved more recently.
We've also moved stuff around so the command to run this test is now
go test ./cmd/cli/serve/*.go -timeout 30s -v -run ^TestServeSuite$
and it runs to completion fine each time for me. If someone could confirm that command works for them and I'll close the issue.
