Ensure Protobuf schema doesn't exist when creating a new topic about quick HOT 1 CLOSED

The issue with protobuf arises only when we use referenced schemas. In such a case, there is a possibility of having two identical schemas under two different subjects because referenced schemas are saved using a different strategy (then the one for “main” schemas).
For example, if we have a schema person.proto which references employment.proto, and we send a message to a kafka topic named person, then the schema for person will be saved in the subject named person-value and the schema for employment in the subject named employment.proto. When we later create a new schema that references person.proto, this new schema will be saved under topic-value, and the person schema will be saved under person.proto. Thus, we have the same two schemas under two different subjects.
