The error is on the following fragment:

{ "Fn::Join" : [ "", { "Ref" : "AvailabilityZones" } ] }

Normally the second argument to Fn::Join must be a comma-delimited list of values. In this case it's the ref map. For example, the following works:

{ "Fn::Join" : [ "", [ { "Ref" : "AvailabilityZones" } ] ] }

Can you create a stack successfully with your json template? cfn-validate-template success but I haven't tried actually creating a stack. If CloudFormation allows your syntax then the cfn-ruby-dsl should too, imho.

Cloudformation very happily creates stacks with this template.

FWIW, AvailabilityZones typically gets passed in as a comma-delimited list, so the ref map expands to the expected object type. Haven't tried creating a stack with only one AZ, though...

Agreed with you wrt the expected behavior of the DSL, but Im afraid that a patch here is likely beyond my ruby-fu :(
