Verified working with Emacs 28.1. Tried to install Solarized 1.3.0 and got the same error. Upgraded to 2.0.0 and it works fine. Thank you for fixing this!

I mean, current HEAD just works. Just needs a long-overdue version bump so (M)?ELPA can update.

Sure, a v2 is probably reasonable now if the current release doesn't work on newer Emacs versions. I really wanted to solve a few bugs before breaking backwards compatibility with new release but it hasn't happened in years so lets not wait for it.
