New helper method created that addresses this.
Is able to add and remove permissions for a specific user to a specific location, independently of roles.
It has been built in to the travel system.
Existing users on existing locations will generate an error to the log on their first travel attempt, as there is no user-based permission to remove for them in their existing locations.
