I recently stuck with the 403 Error as well. However, I changed the IAM policy for the user and set action to this following.

"s3:GetObject",
"s3:GetObjectAcl",
"s3:GetObjectVersion",
"s3:PutObject",
"s3:PutObjectAcl",
"s3:PutObjectVersionAcl"
]
